The 15 members unanimously condemned what they called an "outrageous" provocation.
Despite such strong words,... the statement made no mention of fresh sanctions on the
regime ... as China and Russia continue to call for dialogue in resolving the North Korea
issue.
Connie Kim starts us off.
The UN Security Council has condemned North Korea's firing of an intermediate range-ballistic
missile over Japan as an "outrageous" threat,... and called on Pyongyang not to launch any
more missiles and abandon all nuclear weapons and its programs.
The 15 members of the council said it was vitally important that North Korea take immediate
actions to reduce tensions and renewed its call on all states to fully implement UN sanctions
on Pyongyang.
Prior to the meeting, the U.S. ambassador to the UN had said member states would be
discussing what is left do with North Korea.
(English: Reuters 2197) "They have violated every single UN Security
Council resolution that we've had.
And so I think something serious has to happen."
But, the statement fell short of imposing new sanctions on the regime mainly due to
opposition from China and Russia.
The two veto-wielding council members are said to only view ICBM or nuclear weapons
tests as the trigger for further UN sanctions.

denuclearization of the Peninsula, the maintenance of peace and stability on the Peninsula, and
settlement of the issue through dialogue and consultation.
Beijing's emphasis on dialogue was also brought up by Chinese Foreign Minister Wang Yi at
a separate briefing.
Wang criticized Pyongyang's missile launch as an act harming the nuclear non-proliferation
system, but called for peaceful and diplomatic measures to resolve the issue.
The U.S., South Korea and Japan are pushing for stronger sanctions in response to Pyongyang's
provocative acts, while China and Russia are urging dialogue.
The decisions that are made this time around will be crucial as Pyongyang accelerates to
complete its ICBM capabilities.
